Cynthania Clark 

Executive Director


Cynthania (Syn-thee-ania) Clark holds a MA in human resource management, MBA in Business Management and a Master’s in Gerontology. She has 23 years of experience as an Executive Director serving all target population. She is currently the Executive Director for Elmore County Domestic Violence Council since February 2023. Cynthania has written and developed many programs for VOCA, CDBG, HUD, ESG, SSVF and those programs are still successful. Cynthania has a deep passion for the underserved, underinsured and affordable housing. She is an experienced grant writer and have worked with the City, State and Federal government on projects. She is a strong collaborator and believes in engaging in policies that matter. 


Katie Stinnett

Program Supervisor

I started working as a Resident Victim Advocate in July of 2020. At that time, I wasn’t aware that our small community had an organization that served victims of domestic violence, sexual assault, human trafficking, and stalking. As a victim of abuse in my household growing up, watching family members be victims of intimate partner violence, and witnessing substance abuse as a result of violence, I approached this job head on and made myself available for every victim/survivor that reached out to us. Victims/survivors are most often not believed or perceived to be a liar when they come forward about their abuse; my job is to believe the people that come to me for support when no one else is willing to listen. I will always put my differences aside when it involves helping survivors because in that moment of need, I’m more than likely the only person finally believing what they have to say. I am passionate about educating those around me about violence against men and women, providing the necessary services to help enhance their wellbeing, being a shoulder to cry on, and making sure every client or individual has what they need to heal and succeed in their newfound life. 


Phadadrea Marks-Flagkler

Senior Case Manager 

Phadadrea Relocated from Villa Rica, GA with 10 years of experience working with Homelessness, providing housing & assisting with housing prevention for male and female clients.


Xochil Perez-Juarez

Senior Program Advocate

Xochil Perez, our Program Advocate, is deeply committed to supporting our community and advocating for those who face challenges in seeking help, especially those whose primary language is Spanish. With a strong passion for assisting others, Xochil excels in community engagement, collaboration, and implementing outreach strategies. Despite having a background in healthcare, Xochil embraced the opportunity to join our team at ECDVC in 2023. Originally from Pocatello, Idaho, and raised in Arizona, Xochil moved to the community nine years ago. Happily married, Xochil also runs a small floral arrangement business and aspires to expand it while continuing her work at ECDVC. In her free time, Xochil loves the outdoors and enjoys activities like kayaking, attending rodeos, and other outdoor pursuits.

Karissa Gorton

Finance Coordinator

Karissa Gorton serves as the Finance Coordinator for the Elmore County Domestic Violence Council, where she plays a role in managing the organization’s financial operations and ensuring the effective allocation of resources to support its mission. With a strong background in financial management and a passion for advocacy, Karissa is dedicated to fostering a safe and supportive environment for survivors of domestic violence.

Though Karissa’s education background is in childhood education, she has accumulated extensive experience in both non-profit and corporate sectors finances over the past 20+ years. She looks forward to using her skills in budgeting, financial reporting, and grant management to enhance the Council’s financial stability and transparency.

Karissa resides in southeast Idaho with family. Alongside her husband, she homeschools her 3 daughters and helps to manage their residential construction company.


Brooke Rhodes

Case Manager/ Advocate

Brooke served in the U.S. Army National Guard for six years and contributed one year to public service at a women’s and children’s homeless shelter in Boise in 2023. Brooke is dedicated to pursuing her Bachelor's degree in social work to continue to better be a servant to the public. She has experience within the foster care system and has a passion for the more vulnerable people within our community. She is happily married and has three beautiful children.



Savannah Vanornum

 Case Manager/ Advocate

Savannah has dedicated the last three years of her life to working with the homeless community and is thrilled to now be working for the ECDVC. Her passion lies in helping others and she holds an Associates of Arts Degree in Psychology. She is currently doing a 16 weeklong internship here at the ECDVC and will be graduating with a BA in Psychology and a minor in Addiction Studies after the completion of this program. Savannah is a proud mother of three beautiful children. She enjoys the outdoors, connecting with friends, and spending time with her family.



Stephanie Plummer

Case Manager/ Advocate

Stephanie has served Mountain Home and Boise School Districts, along with Central District Health. Her diverse background gives her a unique perspective, informing her approach to those who come to ECDVC. In her spare time, she enjoys being outdoors with her family and friends.


Sabra Odgers

Program Advocate

Sabra comes with outreach, and marketing  amongst other skills.
